Great article! I've been looking into steel targets and this is very helpful information. I came across a post yesterday that mentioned that the cheap spray paint sold at Lowes may actually be produced by Rustoleum. There's no guarantee that it is the same formula, but you might want to give it a shot and see how it compares. Here is a link to that forum post. --David

Lens cleaning should be done in a low humidity environment, with good, natural lighting.

Other than that, pick your method. Rifle guys, astronomers and photographers all use the same principles. But don’t do it in >65% humidity.
