I have always looked at this in two parts.
Part1:

2: the right of the people to keep and bear Arms, shall not be infringed.
The state shall not infringe on the people's seperate right to bear arms.
I don't think the people were considered a malitia.
I do not see anything preventing the people from forming a malitia but being able to keep arms in spite of one.
The people and a regulated malitia being two seperate entities in my eyes.
The state should not have jurisdictions over the people's arm's.
