Plans and pattern for this?

I've had that image saved on my phone for quite a while, and have searched high and low for a pattern but haven't been able to find anything. I would love to find a pattern for a this, or really any basic chest rig, even though I'm possibly a worse seamster than I am a welder (and I'm a pretty terrible welder). I think a basic chest rig made out of old AR15 bandoleers would be pretty awesome, too.
