Possible discrepancy with Retumbo load data for 7PRC (Hodgdon Manual)

Good Afternoon folks! I have another question for you Retumbo connoisseurs.

Looking at the Hodgdon reloading manual, why is the Max powder charge for a 180 gr pill 66.5 grains of Retumbo but the same for the 195 grain Berger EOL is at 67.3?

From what I have read on a few specific searches, wouldn't've larger/longer bullets warranted a lesser powder charge as it sits relatively deeper in the case?

Are the max load numbers a frame of reference and not indicative of how much your case/chamber can handle without showing pressure signs? How close to these max loads can I actually get?

The COAL is also a factor! i forgot about that and all the other factors you mentioned that determines how much of leeway a specific round has within a case. Thank you!
