For sale is a used Underground Skunkworks (UGSW) short action. A buddy sold this to my wife to get started in competing in precision rifle matches last year, and it was used when we bought it.
The bolt is fluted, and it looks like it was once coated, but the coating was mostly removed. The black specs you see in the photos are not carbon, but rather, left over coating.
This action has run flawlessly over the last year and a half for my wife. She ran 6mm Dasher with tuned AICS mags, and never had a single issue over the course of about 4,500 rds. She just ran it with a light coat of oil on the bolt, and cleaned it every 300-400 rds.

We have two 26" marksman contour, Bartlein, 6mm Dasher barrels as well we can throw in for the price of shipping. Each barrel has over 2,000 rds on them, but still shoot really well.
