I'm a non licsencee, How do I send a rifle to a ffl holder. I've been turned away from fedex today. If I was a ffl holder they wanted to overnite air it (Over $100)

Re: shipping rifles questions

Try UPS or USPS Priority. It is legal for you to ship to an FFL holder. Sometimes, a copy of the FFL is required by the company providing the shipping services. I've been turned away from Fed-X myself and I have an FFL. Go figure.

Re: shipping rifles questions

UPS all the way. Best to get a copy of the receiving FFL. Sometimes local UPS hub wants a copy but not everytime. I also make a copy for my records...just in case something goes wrong.
Don't take it to one of the UPS Stores as around here, they will not handle firearms...only a main hub but very reasonable compared to FedEx.

Re: shipping rifles questions

UPS, make sure you go during normal business hours, and you go to the hub. Generally speaking, the managers who are familar with shipping firearms are there and you have less a chance of "Hair pulling." Everytime I have had a issue with UPS, I have been running late, and got to the hub right before closing and dealt with someone who was just covering. I have shipped from several different hubs, and never had them ask for a copy of the FFL. Even when I asked if they needed it, I always got,"Its on file." So there must be one hell of a database.

Re: shipping rifles questions

I have a UPS Nazi at my local hub. They will not ship firearms unless going to the manufacturer for repair. Even though this is wrong by their policy I put quite a bit of effort in proving them wrong but...I just didn't have enough time to find someone who cared.

UPS is a good option if it works for you.

The best option I have found is USPS, rules say that it needs to be in a brown box and you need to tell the clerk that it is a firearm. No ammunition with it etc...

Re: shipping rifles questions

when I send barreled actions, I just say it is machine parts. they tend to freak if you mention the work gun. even when I tried to ship an all plastic stock they freaked out and wouldn't do it.

Re: shipping rifles questions

I use a main port UPS location. They don't need to know what is in the long box. Just put a copy of the dealer's FFL in with it incase there are problems.

Re: shipping rifles questions

I have two in the truck to ship tomorrow. I use USPS. I use a couple different local small Post Offices. They don't ask usually, when they do on the rare ocasion, they know there own rules. You are fine shipping long guns thru the P.O. No Handguns unless you are a dealer.

Re: shipping rifles questions

I have shipped a few through UPS with no problems until yesterday. The counter guy asked for the FFL number of the receiver. He wanted the first 3 and last 5 numbers of their license so I had to call and get the info. UPS then verified through the Fed. FFL data base. I check the requirements at the UPS web site and saw no change to their rules so they are making them up as they see fit at each location.

Agreed! I had more problems trying to ship my gun to my ffl then I ever would have imagined. It wasn't even leaving the state. Luckily I got to the UPS hub in time to get it sent but I just couldn't believe the issues they gave me everywhere I went. They even opened it up at the hub to make sure it wasn't loaded.

Re: shipping rifles questions

Idiots are everywhere, checking to make sure it's NOT loaded is not a bad thing. IMO
That's all we need is to have a UPS driver shot by a gun being shipped. To help out the anti-guns even more.

Re: shipping rifles questions

I was cool with them opening it up, just couldn't understand why it was such a hassle everywhere else I tried to ship it. If they could just open it to check for it being unloaded it would have been alright, but they were extremely rude and looking at me like I was some crazy person with a bomb strapped to my chest because I wanted to ship my gun to my gunsmith.

Re: shipping rifles questions

I use the USPS. My local office even refers people to me who want to know the rules or are wanting to ship or receive a rifle. I get a call about once a month... And I'm NOT an FFL or C&R holder!

Good way to get screwed too.

BATFE considers THAT a firearm. USPS does too. You may also want to check the CFR to see if it's necessary to declare it to any other common carrier. Lying about the contents could be as minor as a civil violation or as nasty as a Federal one.

I assumed he meant they were going to an FFL. Just not being called firearms. If that's not the case he's an idiot and deserves to go to jail.

Re: shipping rifles questions

I'm getting ready to sent my gun out to get it threaded. Can I send it to another state or I'm limited to gunsmith in my state only?

Re: shipping rifles questions

Out of State is OK, just pull all the extra bits off (stock, scope, trigger, bolt) - amazed at how extras get misplaced, lost, stolen,or broken by smiths or UPS

Re: shipping rifles questions

do you have to have it FFL transfered even if you already own the rifle. ie sending your rifle to a gunsmith then them sending it back?

Re: shipping rifles questions

Your probably going to need to take it to a FFL dealer to ship to another FFL dealer..

Just the way it is.

Incorrect.

Not only can you ship from a non-Licensee to an FFL, you can also ship from yourself TO yourself in another state.

Although many gun shops will be happy to ship it for you......for a price.

Probably not by regulation, HOWEVER, I was sending a rifle to R&D Precision for some work. Took it FedEx to send off and was told I had to have a FFL copy for the receiver. I explained it was not an ownership transfer but was sending it off for gunsmith work. After several minutes of arguing, the gent pulled his FedEx policy and procedure manual and pointed to a section that said FedEx required one to ship any firearm. That was the last time I tried FedEx. The UPS hub folks have been very easy to work with for the remainder of my firearm shipping needs.

Re: shipping rifles questions

I have had bad luck dealing with FEDEX and UPS. I will not use FEDEX for any purpose ever again.

I now use USPS priority mail insured.

All the regs are available on line but can be hard to find.

USPS Pulication 52

There are several pages of part 43. I have had some problems with the USPS in the past depending on the office and person on duty at the time. Usually just showing them a copy of Pub 52 will take care of it. I have had to call their customer service and have them call the office to get it taken care of but only once. I found a good local small office that takes good care of me now.

BATFE FAQs

You can also search the United States Code (If you really have a lot of time to kill)

Re: shipping rifles questions

The good old fashion U. S. Postal Service is the way to go. I've noticed that anytime I use UPS for FEDEX it takes twices as long to get the item and at twice the price. All you have to do to send a rifle through the mail is to fax a copy of the FFL to the officed shipping the rifle. Then it's like sending Christmas gifts through the mail after that. Handguns have a little extra process I think. I don't have much use for handguns.

Re: shipping rifles questions

I have sent several long guns through the USPS. I have never showed them a copy of an FFL. They don't require it but it may help. Shipping of handguns via USPS by non FFLs is prohibited.

Re: shipping rifles questions

USPS is good to go. I never tried Fed Ex. Got tired of the BS at UPS + the hour drive to get to the nearest hub.

Re: shipping rifles questions

didnt read through all the posts but i am like you and went with UPS albeit not all UPS places will ship firearms for some reason. I did it at my local gun store
