Facility to chrome a bore is part of it. It is a pretty big deal to do it on a production basis and many US made barrels that are chromed are done so in Canada. Plus, minor surface issues that can be fire lapped, or hand lapped out that will impede a barrels accuracy are pretty much permanent in a chrome lined barrel.
Fire lapping/break in is a process that essentially 'wears' the surface down. Chrome of course is applied to PREVENT wear on bore surface, thereby preventing a 'proper' break in procedure by most manufacturers' guidelines.
This is not to say that a chrome lined barrel does not have accuracy potential, but it the best chrome lined match barrels are of excellent bore surface condition prior to chroming.
