Legal Question on a Barrel for shipping (Maryland)

Ok,

I've received conflicting reports on sending a barrel to Maryland from out of state. Looking for some "Sound" advice from those of you who know the rules. Exact description is: 20" DPMS AR15 .223 Remington heavy Contour 1:8 twist fluted stainless Steel Pre-Ban.

Is this legal to send direct to a non-ffl?

The only AR part that has to go through an FFL is the receiver. It has a serial #.

Yes, it is completely legal. As stated above, the only part that needs to go to a FFL is a stripped lower receiver.

yes it is totally legal, barrel are not registered part, only the reciever is.

You are shipping a steel cylinder... Not regulated until you attach it to the serial numbered lower receiver.

it's not a gun or a barrel! it's just a 20 inch long steel broomstick for 300 bucks!
