Plenty of dog towns here in WY and CO on public land. Never ran out of targets or had a spot already being shot over and never had to pay a fee.

Check out boquillas Ranch in az between seligman and kingman on route 66. Awesome spot.....

If your willing to travel to nd there is tons of private land that land owners want people to come shoot em up. Western part of north dakota bismarck and west

Last I knew the state of ND provided maps to dog towns on public land. Mighty nice of 'em.

If you don't mind the drive, go to Farmington NM. The Napi farms are covered up and it's a small reservation hunting fee, $35 I think. Plus awesome trout fishing (San Juan) and good food (Three Rivers pub) downtown.
