Rifle Scopes AI mount question

I need some help. I have an mkll 4-12 S&B on a 28 moa base. I can only get 9.5 MILs of travel. Could I have the base on backwards? What side do the base screws sit on left or right side of the action. The scope has been sent back to S&B and it checked out.

Mounting bolt-heads on the left side (not the ejection port/bolt side).

Is the scope a 3-12 or a 4-16?

4-16. I have it on the left. Am I use the wrong base? It mounted on my 308 pof with an AI mount

Are the bases marked anywhere what Moa they are ?

Never mind found it it say 28min on it
