As far as your question, you can choose to buy suppressors from anyone and have them transferred through local dealer, or buy something in stock at a local dealer. In our records we show Long Mountain Outfitters and Henderson Defense in Nevada although there are surely several other dealers in the area.
If you are a law enforcement officer and the suppressor is for duty use the following doesn't apply.
1. The individual transfer is the most difficult process. The individual purchases the silencer, fills form 4 paperwork, a 4473 that the dealer files and does not send, and as applicable, an 18USC (US citizenship form). The manufacturer or transferring dealer gives the customer two standard FBI fingerprint cards with the ATF’s information typed on them. The individual then goes to UPS store or some other service provider to get two sets of fingerprints taken as the ATF does everything in duplicate to prevent an issue requiring additional cards and more delay. While at UPS store or another provider the individual also gets two passport photos taken and affixes them to the form 4 paperwork. He then goes to his local Chief Law Enforcement Officer (Police chief or County Sheriff) and gets a signature (both forms) for local law enforcement approval. This process may entail additional requirements such as an interview at your house at the CLEO’s discretion, so many people, with good reason, see this and sometimes even the finger printing and passport photo expense as a major nuisance. This often encourages law abiding citizens to consider routes two and in more cases three. The entire workup- filled form 4, two finger print cards, two passport photos- CLEO signature obtained goes in the mail to the Atlanta ATF with $200 check made to the BATFE. ~6 months later (current lead times) the forms are returned approved or denied and the approved customer takes his silencer and form 4 with his tax stamp affixed as his proof of lawful ownership.
2. The Trust route requires articles to be registered to the trust name, and differs from corporate transfers primarily because trusts do not require maintenance. The suppressor by serial number needs to be added to the property sheet of the trust. A certification of 18USC (US citizenship) may be required. A copy of “articles of trust” are included with the trust transfer form 4 paperwork. The individual will also need to complete a standard NICS yellow form 4473 which will not accompany the form 4 paperwork to the ATF but instead will later be used for a NICS background check upon return receipt of the approved form 4. Trusts can be established in less than 45 minutes after downloading and installing Quicken Willmaker 2009 from the internet. You will need to visit your local bank to have the trust notarized. Your state laws may vary, but here in Wisconsin and in many other states the Quicken trust is a legal document that meets government requirements. This route negates need for cards and photos, as well as CLEO signature, and also allows your NFA collection to be transferred to your descendents listed in your trust, tax free upon your death. In most cases this is the customer preferred route as NFA collections can become somewhat valuable, and many owners wish to look out for their children and grandchildren in the matters concerning inheritance.
