When building an AR15 from scratch, which parts or groups require an FFL? Is it the upper, lower, or bolt carrier and receiver or combination. Thanks.

Yep only the lower is the controlled part.

if you have a small mill, get an 80% lower and then nothing requires an FFL.. it can be done w/ a drill press (even a hand drill) but a small mill is easiest.
