Meh, its actually gov. wide policy, I know i have to sit thru an online course on it once a year in the Guard, says the same thing, "don't actively resist an active shooter, run and hide" and all that bullshit.
Near I can imagine is its just a blanket training to cover everyone, but is more geared towards the office pukes and those who don't have the natural or trained instinct to destroy the threat. To get past each module of the training they ask questions, I get the active shooter ones wrong every time, at this point I do it on purpose, doesn't effect the completion of the training at all, what do I care, I'm not going to alter my mindset even for some gay little online training.
