FL sizing and should bump

I'm reloading 308 that has been shot in my GAP rifle. I'm using Redding FL bushing die.

I set the die up as the directions say. Screw down until it contacts the shell holder. When I measure the headspace from a fired case to a sized case, the shoulder is set back .003.

How do I get it sized only .002 or .001? I backed the die out a half turn and it still sizes the case the same. As I back the die out, then the bushing only sizes part of the neck.

What am I doing wrong?

No I've used different cases.

I use the Hornady headspace gauge. I read that thread too. I think after the primer it struck by the firing pin, a little bit of it protrudes from the cratering of the primer. It may add a .001 or .002 to my measurement of the case.

All my cases measure the same headspace. When I back the die out a quarter or half turn, then less of the neck is sized.

Bushing dies do not size the entire neck, decapp fired brass then measure with the HSG(Head Space Gauge) adjust the die for .001-.0015 bump, on Redding Type S dies install the bushing number down, screw the bushing stop all the way down, then back it off 1/8 of a turn to allow the bushing to float, lock it down.

This is why you deprime the case before measuring. You'll get false readings from the primer extrusion. You'll also find when tweaking the die in-out to get your .001"-.005" shoulder bump you desire, the die will only be moved 1/12th of a turn or so to get the bump you want. If you back the die off any more than that, you will not be bumping the shoulder back. It's a fine measurement, that's why we use a gauge. Different brands of brass will also be bumped back differently.

I spent a lot of time with my shoulder bump gauge testing different dies and brass getting a feel of what you have to do to get the proper bumping.

Ok dumb question, but how do you de-prime without sizing the case?

Also why numbers down on the bushing? I've heard that before but it doesn't say anything like that in the direction.

I use a RCBS universal decapping die, most companies sell a version of there own, the reason for numbers down is IMHO the ridges left from stamping the size on them.
