The reason you can't get just a stripped lower is because it has to have a barrel to be a short barreled rifle. The receiver is not registered, the assembly is. Take the barrel off and get rid of it and you don't have a short barreled rifle anymore. Look at the BATF FAQ on Short barreled rifles and shotguns.

This got hashed out pretty well a few years back and they finally put up some info on their site. There were some manufacturers selling registered SBR receivers who got notified that they couldn't do that. No barrel, no sbr. You have to have both in order to register. You use the serial number from the receiver because the regs state that the serial has to be there. That doesn't mean the receiver is registered though....
