I'd go with Varget powder and Lapua brass. 44-44.5 grains is a consistent hit amongst many reloaders and rifles, but certainly work your way up from a bit lower ensuring that the loads are safe in your particular rifle.

The old Black Hills Match ammo was Win brass and came out of a stock Remington 700 barrel at about 2,620fps or so. This is an easy velocity to get out of a 24" barrel using RL-17, H4895, IMR4895, Varget or IMR3031 but this is not fast enough to get to the OBT for a 24" tube.
