I ended up bumping into an old guy at the bar and of course a discussion of rifles and long range shooting ensued. Apparently he was a sniper during vietnam, lol allot of people on bar stools are apparently snipers these days and I got no confirmation on this claim of his he did seem to be a pretty knowledgeable guy though and wasn't really the bragging type so who knows.
Anyway what really got my interest going was a discussion we had about trouble shooting, gear and the benefits of a spotter. I told him half my time shooting is actually shooting and the other half is trying to figure out why it is I missed and that trouble shooting seems to be much easier with a spotter at hand to discuss shots with. The old boy agreed with me that a shooting partner is a damn handy guy to have but went on to tell me about a kind of trouble shooting guide that he had in his kit as a sniper (real or imagined). I never asked if it was handed out or if it was just something a bunch of shooters tossed together but it sounded damn handy to me. From what I gathered it was essentially a flow chart for a bunch of issues and the fixes. something kind of like:

Hitting high
1. ensure range is correct
2. has angle of fire been factored
3 jerking the rifle/ improper marksmanship technique
4. check barrel crown for nicks or burs
5. Is your ammo overly warm (sitting in the sun)
6. ensure barrel is free floating and no debris is affecting barrel harmonics
7. check torque settings
8. check that barrelled action is properly bedded
9. box test scope to ensure turrets are tracking properly
10. your SOL piss in left moon boot and return rifle to armoury for inspection lol

basically just a chart for a bunch of possible shooting issues that starts with the simplest most logical explanation and goes down the line. Kind of like if the lawnmower quits the first thing you ought to do is check that it has gas, then on to the air filter, spark plug etc. no sense checking to see if the blade is sharp when the motor wont run.
He said the book came in handy all sorts of times and had trains of logic for a wide variety of shooting errors, if the first suggestion didn't resolve the issue you went to the second and so on and was pretty comprehensive even going down to things like a poorly faced recoil lug.

Sounds damn handy my question, is this true and if so how do you get ahold of one of these books?

If such a thing exists I believe it is issued at the school of hard knocks or heartbreak ridge...lol

It's called a score or data book. If properly kept it will tell you everything you need to know.

One first has to understand the "Bullet will go where the rifle (barrel) is pointed"

No matter what, that is the heart of the matter. You have to have confidence in your rifle, your ammo, and your zero. You have to have confidence in your shooting.

That's not to say you have to shoot 1/4 min groups all the time. It could be confidence that you can shoot 3.5 in groups.

YOu record everything in the data book EVERYTHING. Only then can your know what's wrong when your groups go to, lets say 4.5 inches.

There is no "Trouble Shooting Guide" that I know or heard of that fits all rifles. That's gained by experience shooting rifles.

To give you an example. I've been shooting my M1A in competition since 1977. I can go through my score books and tell if my barrels gone south. I can read the remarks on my positions to tell if my sling is stretched out and needs replaced.

You can do the same thing with any rifle you shoot, if you shoot it enough and records the results of your shooting.

lol so the bugger was full of shit... Damn lol, it would be handy to have a book like that around giving/arranging the most probable explanations to the least for a variety of rifle/marksmanship issues.

We have group pattern interpretation cards in our shooting coach books, they're very similar to what i think your getting at. Meticulously kept data books are obviously key.

But knowing what the most likely causes for a vertical, horizontal, split and wide group are is a helpful reference.
