I am building a 338 lapua off a surgeon action and a shilen barrel, what is the shortest barrel I can use and still get a complete powder burn?

Most people prefer the 26-27" length as optimal for .338LM performance. I've shot a 20" that was still pretty good put out a descent fireball. So my guess would be somewhere between 20-26"
