Is US Optics the only producer of scopes with matching IPHY turrets and reticle? I cant seem to find anyone else with the set... looking for something with the same values as my USO scopes, but on a budget.

I would suggest buying a USO in IPHY before they discontinue any more of the less common features that set them apart from other manufacturers.
