4198's a good powder in the 223, especially for the lighter bullet weights. I don't think you'll see the velocities you want with anything heavier than about 50 grains, though. I'd save this for the lighter bullets only. By the same token, neither Varget nor RL-15 will give you the best velocities until you get into the heavy bullets, such as the 75's to 80's. There, these two are hands down the best ones going, and are used by the lion's share of competitive shooters.
I think the biggest drawback to the 4198 (my opinion, anyway) is that it's such a pain in the butt to run through a measure. There's several others that give similar results, but without the powder measure problems.
