I've been using a PST 6-24x50 SFP on my 110fcp 338LM with over 350-400 rounds to date. It works great, no problems, tracks true. I use a GG&G cantilever ring mount with the scope and has been used on my PSS in 7mm mag and SPS in .308win. With the 338LM I've scored hits on targets out to 1600 yards, which is the longest distance I have tried, to date. I don't believe you will have any problems with the Vortex scope regarding recoil damage.
At about 200rounds, I ditched the muzzle brake that came with my 110fcp 338lm and installed a Ross Schuler brake... major improvement! The original brake has extremely oversized ports making the last 2 ports almost useless. The Ross Schuler brake really takes the sharpness(becomes more of a push) out of the recoil with the hotter loads (+92gr. H1000 behind a 300gr. Berger). It also helps keep the muzzle from jumping up and keeping glass on target is easier.

I agree that's a good bit of travel when you run it on a canted base, but I'm talking about getting it beyond .308 range without pushing the limits on the ocular center of the scope as well. In this day of 25-30 mils of available travel that's easily attainable within his budget, I would look for more travel in an ELR style rig. SWFA SS 5-20x50 immediately comes to mind with one of the SFP NXSs as an option too in used pricing.19 mils of travel is signifcant. If it were MOA that would be a different story. But even with 9.5 mils on a 338 that should get him beyond the 1000 yard mark. Mine makes the 1200 with about 6.5 mils.
