As the title states I'm looking for a good scope for a trainer rifle I'm wanting to put together. The scope that's on my 308 being built is the Vortex Viper PST 6x24-50 with the EBR-1 MOA reticle. I would like to find a scope that would give me the same benefit as the Vortex without spending the same for it.

You wont be able to find something with all the same benifits as the PST has otherwise everyone would just buy the cheaper option with that said you might checkout the Vortex HS line which migh save you a couple of hundred dollars. You could also look at a fixed power like the SWFA 10x fixed that would be relatively cheap but still give you a good solid scope that wont leave you feeling completely cheated. I guess the question is what are you willing to give up in features and what do you definitely want to keep. Also how much were you looking to spend on the scope for the trainer.

Well I'm going either 17hmr or 22lr so the most I plan on shooting is 100-150 yards, 200 at max. I'm just using this as a fundamental building rifle. So the range doesn't need to be there like the PST. I didn't know if there was a cheaper scope made with the MOA reticle out there that I could build my skills with.

It seems most of the cheaper scopes out there have MIL reticles not MOA. I am sure someone else may pipe up here. You could easily find plenty with BDC/Duplex style reticles if you look at vortex's line or any other out there. If you dont mind a mil-dot reticle you could look at an 3-9x40 from SWFA.

The lowest price scopes for your purpose that I've liked are the fixed SWFA SS and the Burris MTAC 3.5-10x42. Both have adjustable parallax which would be a good idea for your use and distances. Both have mil based reticles. For something with MOA marks the Vortex Viper HS with the bullet drop reticle has MOA based ticks on the horizontal line, but it isn't nearly what a dedicated ranging/holdover reticle would look like.

I think the perfect "cheap scope" option for you would be the new Redfield Battlezone 3-9x42. It has a MOA reticle and moa adj. the initial reviews I have read of it look very nice for $200. I have read that it tracks true and has decent glass... I'm going to get one en route for my 22 trainer.
