SBR question please help me out!

I have 2 questions.
The first. I have in progress to build a Krinkov 5.45X36 , and my gunsmith said the "Fake" suppressor, what will make the legal 16" length to not been a SBR it need to be pinned, and welded. I know places in Houston, where in store they selling Krinkov just pinned.
So how is legal?

My gunsmith , and FFL dealer filled up the application for my 300 BLK AR-15 to make it SBR. He put it in 7" barrel will used. My question is , I have a 10" 300blk, and a 10.5" 223 barrels. He told me a 7" means : 7" or bigger, so I can use my 10 & 10.5 " barrels.
Somebody told me today if in the paperwork stated as 7.5" I can't use anything else...
So what is it?
Also even if I can use my longer barrels, it is matter if 300 blk, or 223?
 
Question 1.

There are three ways to attach a barrel extension that the ATF views as "legal".

1. a blind pin (which means that the pin cannot be accessed once finished, usually by a small spot weld)
2. Welding in place
3. Silver solder with a very high operating temp (IIRC > 1150 f.)

Question 2.

The ATF FAQ states:

"Q: May the short barrel on an SBR or SBS be replaced with a long barrel for hunting or other purposes, with the intent of replacing the short barrel?

Yes, and you will not be required to again register the firearm before replacing the short barrel. ATF recommends written notification to the NFA Branch when a firearm’s configuration is permanently changed or removed from the purview of the NFA."


The problem is that the ATF regulations are essentially silent on barrel changes meaning that there is no requirement of any kind to notify the ATF of a barrel length change. You can essentially change it to whatever length you want, whenever you want. Permanent (non-reversible) changes are what the ATF wants to know about... changing the barrel on your Krink is hardly a permanent change, although it could be. In which case, you would just send them a letter notifying them of the change. Your form 4 stays exactly the same though. Same goes for caliber changes.

Whoever told you that you cannot use another barrel length on the weapon is wrong, because there is nothing in the law or regulations specifying such.

The barrel change was for my AR-15 , not for my Krink.
