Gunsmithing Rem 700 heavy fluted barrel theading

I have a Remington 700 with a stock fluted heavy barrel. Can this type of barrel be threaded or cut down for a brake? If so, can you recommend a good smith for me to send this barrel to for work? I'd like to put a Badger FTE brake if possible to save my recently repaired shoulder.
 
Fte needs like 1.2" or something of solid (unfluted) barrel behind the .600"long threads that gets turned down to a .800 cylinder. So as long as the OD is at least that you'll be fine. There won't be much shortening available as you probably only have about 2-3"of unfluted barrel at the muzzle.
