.338 lapua help

I've got a good friends savage 111 hunter in .338 lapua. As it sits it has an older nightforce optic on the factory 0 moa base.
The issue comes up as the elevation on the optic is bottomed out with the rifle having a 400yd zero. I understand to most that shoot long range this is a non issue but, he would like to be able to shoot at closer ranges without using the reticle and just dial it.
Now, would a 20 moa base fix this issue?
If so. What would be a good middle of the road base for the savage without dumping a ton of coin?
 
A 20 MOA base is not going to help you if you are already bottomed out on the elevation. It would essentially give you like a 1200 yard zero instead. I think you need to check a few other things because with a zero MOA base you should have the opposite problem. You should have lots of room to dial down but not a lot to dial up. What model and power is the Nightforce? Are the rings on the gun elevation adjustable and maybe they are all they way adjusted causing a cant? Already has a canted base and not aware of it?
 
Got ya' on the 20 moa.
Will check rings but, they seem to be standard nightforce rings.
Will look up what kind of base savage put on from factory.
The optic is 12-42 not sure on objective but, its 52 or so.

Yeah and the 12x42 isn't doing him any favors either with only 40 MOA of travel available. Tell him to ditch the 12-42 as that is a bench rest scope and get a 5.5-22x56. They have 100 MOA of adjustment or better yet the 5-25 with 120 MOA. Then he can zero at 100 but still dial in out to a mile or better. Also the .125 MOA adjustments are over kill as most people can't shoot to see if the .125MOA adjustment did them any good.
