Gunsmithing gun action is crooked once its tight

i was looking at my new to me remington vs, it is in a HS stock and standard bottom metal. as i looked it over i seen the trigger was flush with one of the sides of the b/m and not stright in the b/c. i just bought the gun and it was unfired and the only thing else done to it was the trigger was trued upwhen i bought it. so as i unbolted the b/m and the action, the action "feel in to place" as it should be and was true and straight. i looked and it hasnt been bedded and the pillars look short, they arent flush to the top of the stock. i was just wondering what needed to be done to it. im figuring pillars and or a bed job.
 
Sounds like the recoil lug is canted. If you remove the action from the stock and install the front screw in the receiver the screw head should be in alignment with the trigger group and the recoil lug should be flat.

The stock could be inletted off center. when you tighten it down the heads on the action screws are tapered so they center in the hole. also the lug could be off. also almost none of the hs stocks have pillars that reach the top.
