I sold a bolt action rifle to someone in California. My local FFL said he will not ship to California because of some law? The FFL in California says on there web site that I can not send the rifle directly to them? Bullseye Shooting Range & Firearms" located in San Rafael, California. Can anyone give me a idea on how to get the rifle there? I live in New Jersey.

You have to find an ffl who is willing to ship to California, and with some luck one who has done it before because it requires the completion of additional paperwork. I've done it before but can't remember what it was called, it's some kind of verification of FFL in California that they make you put in the box before you ship it.

Ask your buyer if the CA FFL accepts shipments from individuals. You still need something like a receipt. Minimum of make, cal, selling price.

I've bought rifles from other states without any issues.

I meant tell the buyer to find a FFL who will accept shipments from individuals. I recall my FFL needed a copy of the buyer's driver's license or any other official ID.

I'll tell you why you can't, and what an FFL needs to do so he can ship to Cali. Only an FFL can ship to Cali once the FFL aquires a CFLC number. Each time he ships a fire arm to Cali, he has to go to the web page, go through the process to obtain a one time permit to ship to the FFL in Cali. This is a state law put in place by their state legislature whom are typical socialist wanting control over everything people do in that state. They didn't stop you, just made it a pain in the ass to do business in guns. READ ABOUT WHOM YOU VOTE FOR, AND DON'T JUST SIT ON THE BENCH WHEN THE TIME COMES TO VOTE, LETTING SOME DUMB AS WHO WAS PROMISED A FREE RIDE DECIDE FOR YOU. I wish you luck, and it can be done legally.

You can't mention CA on a gun forum without it becoming political. There are a couple of other FFLs in Marin to chose from (Marin County Arms), but honestly I'd call Bullseye and ask them directly. Up until 2011 I did plenty of transfers through CA FFLs and didn't experience anything like what you're describing. Calguns.net is a better place to ask specific questions about CA gun laws and FFL procedures.

I speak from experience. I was an FFL 07. I didn't let that crap get in my way. Just need to better inform yourself so you don't sound stupid. By that I mean me, not anyone else. I don't offer opinions, only facts based on life experiences, unlike many internet ninjas that heard someone say something third hand and it became the word of god. Here is the link that will answer all your questions about California gun laws. Look at the bottom for shipping guns.

Oh yeah, and one more thing. I'm not a big fan of politics, however politicians do run this country, and we put them there to serve us. That's why I mention it. I get sick and tired of hearing people bitch about laws they don't like, yet when I ask them who they vote for, and what do they know about that person, the answer is they all suck and I heard it in the news. Smart...........

Ozzie,
I am an 07ffl licensee. If a customer sends me his rifle from Cal. to AZ for rebuild? Do I need to acquire a CFLC number and the one time permit and send his rifle back to him through a pre established ffl in Cal.?

Umm.... I live in lovely Kalifornia and just purchased a bolt action rifle from another member on this board not more than 3 weeks ago. He shipped it, himself, to my FFL in San Diego with only a copy of his drivers license in the box. DROS'd, 10day waiting period and I picked it up last week!

Originally my FFL said no, but after some more research they said that it was 100% legal. I could give you their info if you'd like and you can ask them specifically why it was legal or have that other FFL call them maybe.

You could try Independence Armory in Petaluma. They have accepted shipments from individuals in the past. Also very 2A friendly.

Good luck!

Bullseye in Marin sold to a new group a while back. They may agree to accept shipment from an individual, but it seems they have more rules and fees than most places.

The buyer should be working to establish a local FFL that will accept shipment. When I buy from out of state, I make sure the local situation is good to go before finalizing the deal.

You do not need to acquire a CFLC to return firearm to person who sent you the firearm for repair/rebuild. I would recommend you read up at CA DOJ website to confirm.

I am not an FFL but I want to ship a firearm to a California FFL. Do I have to obtain a Firearms Shipment Approval number before shipping a firearm to California?

No. Only shipments from Federal Firearms Licensees (FFL) require a Firearms Shipment Approval number.

I've purchased many rifles and pistols the last 3 years from individuals and ffl dealers. Never had any issues. FFL to FFL shall not be an issue. A California FFL dealer must receive the firearm. Some counties have different regulations, so the buyer should know them. Also the buyer needs to know if that particular firearm is legal to have California. I read all these hassles on shipping firearms to CA, but I nor my friends have had any issues.

The buyer should have an FFL dealer setup to receive the firearm.

Brad, No if he sends you the rifle you just log it in your book from him and send it back to him. only catch if its an AR lower there is a bunch of crap you have to abide by if you finish it into a rifle.

you only have to do the CFL crap when you supply the action and its going to an FFL for Transfer.

It is up to the FFL about receiving firearms from individuals. AR's, handguns not on the roster, are a no-go, but bolt guns are not a problem. The buyer should expect to be charged a fee by the receiving FFL (they see it as losing business).

But having had a bolt rifle I bought on another forum and sent from an individual in AZ to my FFL, I can tell you there is nothing illegal or hard about it

Are you trying to ship one of your rifles that you are trying to sell to an FFL in CA?

If so, you do not need to go through an FFL, you can just use USPS or fedex (not 100% sure about FedEx, someone correct me if I'm wrong.) to ship to an FFL in CA.

Depending on how well your local post office knows their job, you may have to show them a copy of their own postal regulations though, I had a terrible experience trying to ship a rifle from my local post office to an FFL out of state last year. Turns out the idiot at the post office thought "firearms" were forbidden but "rifles" were OK to ship, and since I told him I was shipping a firearm, he freaked.

I buy all my guns through Bullseye in San Rafael, or at least the guns California allows me to buy. Call the shop up tomorrow and ask for Omar. He is the manager and he will give you a straight answer. They will charge the buyer around 150 for a transfer.

Thanks to all for answering the shipping questions correctly for the OP and others. To recap, if you're an independent, not an FFL, you can ship direct to a California FFL. Also, anyone in California may ship to an FFL outside and that FFL may ship direct back to the customer. These permits only apply to FFLs. If you have any questions, please look at the web page I posted. You can also call them. The lady I spoke with when I called to set mine up years ago was very nice and helpful.

Keep in mind, not everyone who has an FFL knows all the rules. Some FFLs in California don't want to accept guns from others in the mail because they think they're doing something wrong, and don't want to get in trouble which puts their business in jeopardy. They get the FFL and want rush into business. Can't really say I blame them, especially when you see the regulations book, plus the states own reg book.

That's how we've been handling it. Just wanted to be sure. Thanks!
