LC .308 brass WTH?

I bought 500 rounds of LC brass a few months back and have gone through the normal stages of prepping and loading and have discovered something that has me pretty worried.

I've hand loaded about 250 rounds so far and have found 15 of these. I can say with all certainty that they are not simply .22 shells that fell into the brass. They are unstamped and are so tightly fit in the casing that I have to cut it (the .308 case) open ,as you see in the pic, to get it out. Also of note, they do not have primer pockets, and they have not all been so torn up or exploded. Some of them have been much more intact. The one in the pic was in that condition in the .308 casing and not altered by me.

I'm just going to have to be careful and diligent with all of this brass, but what the hell is this?

I'm not knocking your photos, if I took them they'd be worse, but it's kind of hard to tell via these photos, but they look like bullet jackets? a jacket without a core, that some how found its way into the brass. I realize this is a stretch, but that is what comes to my mind after looking at the photos. Is the material cartridge brass, or is it more of a copper color? Other than that I "got nothing".
