Rifle Scopes IOR 6x24x56 help

I have an IOR 6x24x56 it has the mil/mil adjustment. The scope only has three mils worth of elevation adjustment in the "UP" direction when mounted on the rifle. It has 12 1/2 mils in the down adjustment direction (which I don't need). I want to shoot a FPR match with it but I won't have enough elevation adjustment. My question is this. Does this scope come with the elevation adjustment like this for a reason or do I need to send it back and get it returned to "Optical Center"? I have it on a .00 MOA rail. Does it come from the manufacturer requiring that I install a 30 MOA rail? Thanks for the input.

On a side note there is nothing wrong with the scope functionally other than this. I box tested it and it tracks true and put fifty rounds thru it yesterday and it holds zero like a champ. (I'm still shooting 1/2 MOA groups with the rifle)
 
having it returned to optical enter won't help, you'll just have to crank lots of elevation for your zero again.
A canted base is your best answer.
 
Sounds like your receiver is not straight. If this is a Remington M700, the rear bridge was ground smooth by hand, so the specification can vary. I would get a new 20moa base (old base might have stress relieved) and bed it to the action, so it is stress free. Then remount the scope and check your elevation. That should recapture much of your elevation travel.
 
You have a bad scope. That scope should have 20 mils adjustment, your scope only has 15.5MAX, I'd return it with a brief note, IOR scopes are very well made, I'll bet that Valada makes it good, quick.

If it's the FFP version with the zero stop you might have a little more down adjustment by screwing the ZS collar down all the way. Might need it with a 30 moa base. My Surgeon XL has a 30moa cant and I was able to use a IOR 6-24x56FFP and sight in at 100Y with a mil or 2 down adjustment left.
 
***Update*** I ended up putting a 20MOA rail on it and it work good. Thanks for the input from everyone.
