Am I Expecting too Much from my Modified Remington 700?

Have You tried the bedding job?
What was the result? I also bet on this a little...!
 
When you get a rifle that you know will work....try 40.0 grs. IMR4895 with F210M primer and a 168 gr. Sierra HPBT. I shot several 10 X 'cleans' from 300 yards with that load over the years shooting NRA HP.
 
I would bed it at the recoil lug and about 0.75" - 1.00" in front of the lug. I too wouldn't have worried about the crown until you had known the barrel was broken in, ammo was consistent, torque dialed in on the action screws, bedded the recoil lug, etc.

Despite all that, I too am a DIY to some extent and you went beyond what I would have tackled myself. I think you did a fine job and just "tuning" and or practice shooting is needed.

It's in a HS Precision stock with an aluminum bedding block. I may try bedding just ahead of the lug to see if I get any improvement.

This H-S stock is w/o bedding shooting from a bi-pod today, 300yds, bedding, now thats something thats overrated, imho.
