Gunsmithing scope mount screws

i have a remington 700 police in 308, i bought a rail mount for my scope rings but i noticed that the screws that came with the rail fit a bit snug and noticed that its putting a shine on the threads as if they were being cross theaded, my question is are all actions drilled for the same screws for example will a short and long action have the same screw measurements, reason i ask is cuz i think i got a bad set of screws
 
What kind of rail? I've noticed that lower quality rails usually have cheapie screws too. Low quality screws may be off-sized, or the coatings may be substandard (giving you the "shine"). It really grinds my gears that companies will skimp on screws. It's not like they're expensive (about $0.10 apiece): McMaster-Carr .
