So I'm very new to the AR game and I want one. I'm looking for a long range toy in 556. Target and varmint shooting. Would a Rainier RUC FDE Lower and a rock river 24" stainless upper 1-8twist be a good match for wht I'm wanting to do? Would like to shoot 3/4"-1/2" moa or better. Would like to keep the price under 1200$.

I've run both Rock River and Rainier products, both are good to go, I'm sure pining the two together would make a nice gun. I would maybe take a look at Elfster123's recent Rock River threads though, his 2 examples of the newer 18" SPR and 20" Varmint are insanely accurate out of the box. If it was me, I'd opt for the 20" over the 24", way better handling and lighter weight without loosing much too velocity.
