Rifle Scopes Proper way for when dialing dope changes

I was on here a while ago and read something alone the lines of when dialing in a scope you always dial UP to the setting, never down. Example if you are at a setting of 3 and need to go to 2..you turn down to 1 and then turn up to 2. I'm I correct on this or am I just bat shit crazy? I could of swore I saw something along those lines here.

maybe I missed some thing but I just dial what I need. If I am at + 15 moa and need to go back to 0 what would I then do in that scenario with zero stops. Makes no sense to me. Don't know anything about the mueller so cant help with that sure some one with way more knowledge than me can give you better answers.
 
Its just a matter of consistency, I dial past and then back. You can do what ever you want, just do it the same way each time. As for windage, dont sweat it too much, learn to dial elevation and hold for wind (that is if you have the mil hash APT)

That probably what I read about guys being consistent in how they dialed their scopes.
