It is called a burr. They can be made from high speed tool steel or carbide. Even though it is called a burr, its' primary use is not deburring. There are, at least, a couple of dozen standard shapes. In fact, when you go to the dentist most people think the dentist is using a drill, its' actually called a dental burr. And that particular one you show in the picture is a single cut variant. There are double cut variants as well which are a bit more aggressive on the cut but a little easier to control when using them with hand tools like a die grinder for example.
 
Mostly Carrbide burrs are used in hand held die grinders (spinning 18,000-25,000RPM) The work if small can be held in a vise. If you want to hand hold the work piece you can put the Burr into a drill press, set it for its highest RPM, and hand stroke your work piece. This can work well if you want to cut to a lay out line. They will work much nicer with the teeth beeing feed into the work. If you try to climb cut you can loose control REAL FAST.
