Ah ha, the Umbrella Organization does exist, and we all know they use a lot of ammo, usually hot chicks shooting it though, hell now I feel cheated, all the DHS chicks I ever seen were grotesquely obese/ugly/handicapped or all three at the same time. There are 22 agencies under the DHS including U.S. Customs and border protection, U.S. Immigration and Customs Enforcement, Federal Law Enforcement Training Center, U.S. Coast Guard, and the Secret Service so 141,000 rounds of "sniper ammo" seems legit, maybe even a little low.
My unit alone goes through almost that much 7.62 in a month, granted it's M80/M62 1/7 through a GAU-2.
