    Considering that there doesn't look to be any access steps up to the stand I am going to say that the garbage was blown into the tree from a hurricane or other storm and it's been there for years. Some secret service agent finally saw it and they concocted the story/ narrative to save face.

    Doesn't surprise me that a "lawyer" thinks that they are/have the answer. The government is full of fucking lawyers. They are the problem. It's funny that one statement by a lawyer got many pointing fingers at everything but the actual problem.
