Had two B14 HMR Bergara in 22 250, ended up returning both because neither would shoot under one MOA. Customers service was not too reassuring about what they would do.

Agree completely, I had two B14 HMR 22 250 fast twist, poor shooters returned both of them. Not close to custom. Tikka quality and accuracy is much better.
I have a 260 I thought had a tight neck but ultimately determined that I was loading the bullets a little bit too long. It also has a tendency to raise the zero vertically after 10 - 15 rounds.

I love my Savages, accuracy plus for the money. I have a stock lrpv 6.5 Creedmoor that consistently puts 3 shots into an inch or under at 540 yds with factory ammo. Others do similar.
I would agree with the cals. Mentioned. There are many factory rifles that will do that. Try that first to give you the feel and you can always upgrade later. I.e. I have a factory Savage LRP that shoots factory 6.5 ammo in the .3's. That will do it and we'll within the price range you're...
