I have also been told differently, and that an ATF Form 5320.20 needed to be sent to the ATF for approval. The form specifically says firearms, but since suppressors are regulated by the NFA there may be something to it. Here's the link to that form...
Agreed, that is an abomination to the M1A in my opinion. If you want a decent chassis look at the Sage EBR. Still in the tacti-cool category but proven for accuracy.

Re: foam type in pelican case The pick & pluck I have in my case has the same problem of slowly coming out the more I use it. Definitely worth it to go ahead and cut the foam the way you want or you can send off a template of your rifle and gear and have it cut for you.

Re: Unknown Rem 700 and acc. .308, dealer said that it had been duracoated (looked like Krylon to me) but there were several rough spots you might be able to see just forward of the bolt on the right and about 7" back from the muzzle.
