Yes, the full power lasers are a bit of overkill. Actually they are. The full power illuminator however isn't overkill and that is where the full power laser units shine IMO.

You can find "full power" IR lasers and illuminators for a relatively decent price. I would recommend something with a co-aligned visible laser which makes sighting in that much easier. Like a PEQ15 or something on that route. Have fun!
