    I don't know your level of experience, but with that budget I'd recommend a Rem 700 varmint or SPS tactical or a savage heavy barrel variant. They can be had cheap and there are a ton of parts out there to upgrade with.

    I had a new X-Bolt in 30-06 that had the same issue and also most brass cased ammo was hard to extract, nickel cased ammo was a little better. Some cases had to be "tapped /ramrodded" out I ended up sending it back to Browning for repair, but they did not disclose what actually was discovered.
