If you read up on the history of water in the West..... The grab has been going on for a long time. It started with Los Angeles venturing far away from the city and buying up farm land with water rights....

The stance of the US Government is once a drop of rain water "lands" (on roofs, yards, forest, highways, rail road tracks, etc) it belongs to them. They have cited American's capturing rain water in water barrels for their gardens, shut off water to the most fertile land in the US while allowing good water to run off into the oceans.
The so called "Environmentalist" are nothing more than wolves in sheep's clothing...
    Keep being stupid America...

    History from 30 years ago:
In a move that has potentially far-ranging implications for water use in California, Anheuser-Busch Inc. is preparing a proposal to ship its own water from the Owens Valley to its Van Nuys brewery through the Los Angeles Aqueduct.
