My first question is, is it possible to passively aim effectively behind an LPVO and my second question would be does anyone make a NV compatible LPVO?

Possible, not optimal even at 1x with an NV setting. Highly susceptible to parallax deviation so even if you get on the dot your accuracy can suffer. IME: There may be scopes with different optical performance that work better, but even things like the SPECTRE DR is not as good at 1x as a reflex RDS.

Which is one reason you see piggybacked RDS on LPVOs for mil usage is passive NV aiming. Easier to get on a high mount, and no issues with the optical oddities of the scope then.

I went down this road years ago after reading about the downsides thinking to myself "it can't be that bad." It is that bad. Even with a high mount, it is still not good. Eye relief, eye box, parallax, nothing working in your favor there. Even a versatile compromise optic like an LPVO (not knocking them, it's a fact of life) can only do so much. I love my LPVOs, but the ones on guns that I also use for NV shooting have a Holosun 509C ACSS on top for this reason and others. I've found that moving the LPVO as far forward as is comfortably possible and putting it in a RELATIVELY low mount makes for a great mounting height for the MRD on top. YMMV, good luck.

You can piggyback a dot on top of a 1nx scope with something like a Reptilia ROF SAR. It works well with a ~1.5" scope mount and nods to get a quick sight picture from low or high mount. However in transition I've found it a little difficult to keep my jaw on the stock as it's so high, but it's still pretty doable.
