While 'Doable' this is an insane idea. Much more reasonable would be the drought stricken states to implement strict water usage rules, and limit future growth. They will never limit growth because the politicians want more people because it equals larger tax base = more money to steal. They would do better to catch an astroid and pull it to earth.

Years ago there was a feasibility study on building a large water line from Wyoming down to Denver along the I-25 corridor. No idea what came of it.
