Or in DC and Langley, Quantico, etc where the people reside who actually make all the profit from this occupation without taking any of the risk or facing any of the consequences that the patsy peons like him have to suffer.

I got the vibe that those guys weren't the skinning people alive type. My guess is they were ordered to take him out and they only dropped him in the ocean because they didn't want to look him in the eyes when he took his last breath.
