There is much simpler explanation if you note the year of manuf.. the logic behind half o'meter dick is more in the economy than anatomy department.
Because comrade glavni auditor would go 49.5 * X = a lot while glavniprom manager would go 49.5 * X - my fee = ~15 * X where
my fee = hapiness in grey soviet times. Now if my fee happens to be discovered by comrade auditor or god forbid comrade head political honcho we would go 49.5 > 5" in US hence my fee is psyops where we Soviets beat capitalist small dick americans by a factor. And soviet head political honcho would go hey nice thinking comrade you show promise hence my fee : Z = 20 : 80 and promotion from glavniprom manager -> junior soviet political honcho instead of below zero all inclusive vacations for 20 years or so....
