The squid is shooting at the ocean. This is one level below the clown at the range that mag dumps. At least there's a target down range.
Now for the reality of what was happening.
The ship has a line item in their budget for ammo. If they don't continuously order ammo the item is removed from the budget. The Capt says that it's a moral booster for the squids to shoot up the ocean and a necessity for the ship. It's just an endless circle of taxpayers money being wasted.

Never underestimate the the ability of .gov to waste the maximum amount of money.

I tend to think they spent money on something to throw out there to shoot at.

I recall it being wildly popular in my little league days decades ago, along with the candy cigarettes. Both of which were sold at the concession stand of said games.

All the old candies are still available, but some of the more obscure ones are only sold at candy stores.

I have to look up "Warheads." Those were always my favorite. I'd keep them on my desk and loved to see the reaction of folks who tried them... and were unsuspecting! Best sour's ever!

"Jerky Stuff", shredded beef jerky sold in a plastic snuff box
I remember that too.

My wife found me a grown-up jerky novelty for Valentine’s Day that’s shaped like little hearts, called Meat Hearts. They were very mediocre but I appreciate the sentiment
