Anybody flying around the disaster AO in fixed wing ultralight airplanes? Doing recon/scout/messenger/light pax duty?

2 seat Quicksilver can be maybe available. Radio comms problematic, but please advise.

Ok, so I drop a radio & batteries/SOI to someone on the ground to coordinate with help. Nobody gonna shoot at me.
