The way the bedding is constructed is very similiar to a Bell and Carlson stock Medalist stock that I have, but mine is a different style.

Looks like a Bell & Carlson M40 with a custom paint job

It may also be a Rem 700 LongRange Hunter take off ( supplied by Bell & Carlson I believe)
Does it have anything on the recoil pad?

This was exactly my guess also, including the paint job being custom.

The butt pad is a pacmyer.

Nope. It's not a McMillan, it's a B&C M40 Style as noted above.
