Sachs position is an odd one. he credits himself with helping Russia set up it's economy after USSR's collapse. right. he is has always been a globalist. Engdahl has him closely associated with Soros going way back. i do agree with much of what he says but i have been sceptical because he seems too glib,smug and self aggrandizing. he is right about a lot of current issues though.
