New they are 28” and change diameter, condemning limit is 26”. In that pic the 4 shiny steel hydraulic rollers lift the train axles up a few inches on the flange and turn the tires. Then a tungsten bit is raised and located to each individual tire. The cut is started on the outside and traces a pattern automatically so the cuts are always the same. Then the rollers are repositioned onto the flat so the flange can be cut.
